Beginning in 2026, the Branching Out Initiative has added an additional eligibility option. If you live outside of an eligible census track but meet the 80% Area Median Income, you qualify for free tree(s). The Branching Out team is not able to income-qualify residents, however, if you can provide any of the following accepted documents, you will qualify!

Acceptable Documents:

• Section 8 Housing Assistance from the City  

• Participated in a LMI housing program from the City in the past 6 months (Housing Trust Fund, CDBG, Housing TIF)  

• Receives FIP/WIC/SNAP in the current calendar year (letter stating they are qualified for the time we are in when certifying). This must include letters for all adult members of the household, or it cannot be used as verification.  

• Hawki ID Card

• HACAP assistance

• City of Dubuque Utility assistance
