Vulnerability Assessment
The Vulnerability Assessment looked at the unique conditions of both Dubuque’s geographical location and infrastructure characteristics to identify the biggest risks to climate change our community will face. These vulnerabilities have implications for all of aspects of the Dubuque community, but some populations will carry a heavier burden than others. It is important for the city to be aware of these incongruencies to ensure an appropriate response to climate change.
*This document adopted in 2019 references concepts prohibited in IA HF856 amending Ch 19 of the Iowa Code. It was adopted prior to HF856 passage on May 27, 2025. Changes will be made if and when the document is revised.
